Already a few years after the Fachhochschulen had been founded, the first attempts to upgrade this institution could be observed. Practical relevance, application and action orientation were now also to be expressed in the designation of the universities of applied sciences. When the reorientation from the Fachhochschule to the University of Applied Sciences began and in which phases this process took place has not yet been thoroughly investigated and documented. As the development and consolidation of universities of applied sciences began to emerge around the turn of the millennium, fundamental questions about higher education didactics remained unanswered. Among them is the one of whether the Fachhochschule should be an institution of "teaching" or one of "teaching and research" including a third mission ("Third Mission"). The Bologna Process and the associated introduction of Bachelor's and Master's degree programs opened up opportunities to further develop the fundamental concepts at universities of applied sciences.
