In a first step, the psychological background of people’s mobility behavior was classified based on guided interviews with experts. According to this study the implementation of effective push and pull measures is considered to be more effective when adjusting them to target groups and combining both, restrictions and incentives.
Additionally, a household survey was carried out in two districts in Hamburg. The survey data was analysed using descriptive and explanatory statistics to examine the future modal shift after implementing measures for more car-free living. With this aim in mind, scenarios for future mobility were formulated in the household survey, including the implementation of push and pull measures. Based on these scenarios, survey participants were asked to indicate which modes of transport they would choose in the future and whether they would consider not owning a car. The final part of the paper identifies groups of people based on their future mobility behavior.
