Innovations are often not assumed in the public sector and therefore, research has primarily focused on studying innovation in the private sector. In this article, a systematic literature review is conducted in order to identify motivational differences between the private and public sector as well as their effects on innovation behavior. Further, barriers and success factors on the manifestation of innovation behavior, innovation processes, and innovation in the public sector are identified. The analysis demonstrates that the public sector offers potential for innovation, which can be unlocked through an open organizational culture, the integration of external knowledge sources, and iterative alterations with regards to changes.
