Dieser Artikel arbeitet mithilfe einer systematischen Literaturanalyse motivationale Unterschiede zwischen dem privaten und öffentlichen Sektor sowie deren Auswirkungen auf das Innovationsverhalten heraus und identifiziert Hemmnisse und Erfolgsfaktoren für die Ausprägung von Innovationsverhalten, Innovationsprozesse und Innovationen im öffentlichen Sektor. Die Analyse zeigt, dass der öffentliche Sektor Innovationspotenzial birgt, welches durch eine offene Institutionskultur, die Einbindung externer Wissensquellen und ein iteratives Veränderungsvorgehen entfaltet werden kann.Innovations are often not assumed in the public sector and therefore, research has primarily focused on studying innovation in the private sector. In this article, a systematic literature review is conducted in order to identify motivational differences between the private and public sector as well as their effects on innovation behavior. Further, barriers and success factors on the manifestation of innovation behavior, innovation processes, and innovation in the public sector are identified.
