Vocational learning factories offer a potential solution to the comprehensive changes in the world of work and in professions associated with digitalization and developments such as Industry 4.0 and artificial intelligence. However, it is problematic that this specific learning space has so far been used only to a very limited extent for continuing education purposes in the context of vocational schools. This article discusses new cooperative actor constellations that are theoretically justified as operator models of vocational learning factories for the field of continuing education and (potentially) represent a social innovation for vocational education. These alternative operator models, which are being discussed, are currently being partially trialled and tested within the framework of the InnoVET PLUS joint project "Lernfabriken@BeruflicheBildung." This article is intended as a theoretical reflection based on previous findings and thus provides a basis for discussion of alternative operator models, which sometimes also allow for further perspectives on governance structures of the multi-level system (didactic level, educational program level, vocational school level, and vocational education system).
