When initiating projects with a focus on Open Educational Resources (OER), the question often arises as to whether the project and the idea of OER and Open Education can have an impact within the university. The Hamburg Open Online University (HOOU), an association of five state universities in Hamburg, the Multimedia Kontor Hamburg (MMKH) and the Behörde für Wissenschaft, Forschung, Gleichstellung und Bezirke (BWFGB), has been in existence since 2015. Depending on the type of university, the experiences of the universities vary. What can be said, however, is that the HOOU has advanced the idea of openness and OER in Hamburg's and Germany's higher education discourse.
