Long term evolution-advanced standardized as Release 10 by the 3rd generation partnership project is a packet-based 4G mobile radio system. Its capability to support a large number of voice calls through Voice over IP (VoIP) is of specific interest. Due to limited control channel capacity semi-persistent scheduling is used to periodically reserve radio resources as long as a user is talking. The question how many and which resources should be reserve is still subject of ongoing research. In this paper, we present a framework allowing to create complex semi-persistent radio resource schedulers from basic resource assignment algorithms. VoIP capacity is evaluated in three different IMT-Advanced deployment scenarios by means of system level simulation. VoIP capacity is reached when more than 2% of the users in the system cannot meet their quality of service (QoS) demands. We therefore attempt to increase the performance of the weakest users in order to increase overall VoIP capacity by applying soft frequency reuse (SFR). Results show that SFR does not improve VoIP capacity because it is not capable to improve QoS of the 2% weakest users.
