Since the mass motorisation in the 1960s, the understanding of mobility is heavily focused on cars and lead to a related expansion and conversion of the transportation system and referring regulatory systems. Mobility alternatives, such as the bicycle, were increasingly neglected and lost their societal relevance meeting mobility needs, which increased only slowly again in the following decades. With reference to bicycle traffic, there has not been a comprehensive mobility transition in this context, but it is gaining importance by innovations, such as pedelecs and cycle highways, as well as an increasing pressure to act due to climate change and traffic problems.
Against the background, the Ruhr Cycle Highway (RS1) project and its context were examined using the approaches of the multi-level perspective (Geels 2002) and transformative governance capacities (Hölscher et al. 2019a) to identify adjustments and changes of the cycling system, the related regulatory systems and the societal relevance of cycling. The focus of the study is with reference to administrative-geographical aspects on seven major cities in the Ruhr region and its specific transformative governance capacities and governance processes, which ultimately determine the development and outcome of the mobility transition respectively the cycling transition.
For this purpose, 14 expert interviews were conducted with individuals who, due to their planning-related interface function, have a good overview of bicycle traffic and current developments in their respective areas of responsibility. In addition, inspections of two already completed cycle highway sections were carried out, as well as a non-probabilistic pedestrian survey with 381 participants, in order to include planning-related adjustments and their effects, as well as societal developments relating to bicycle traffic in the study.
The results of the study point to a cycling transition in the sense of a mobility transition for the study area, which can be attributed to adjustments to the bicycle transportation system, related regulatory systems and increasing societal relevance. Innovations such as pedelecs and cycle highways, like the RS1, can be seen as key drivers of the development, which contribute in conjunction with increasing pressure to act, despite local variations, to a stronger societal and political support for bicycle traffic and the associated adjustments of framework conditions and scope for action.
