    The integration of spatial planning and transport planning requires a comprehensive understanding of planning. In this chapter the substantive claim of integrated transport planning will be presented. First of all, the planning process as well as the interplay of objectives, strategies and measures is described, before a normative concretization of goals and strategies takes place.

    This chapter evaluates the planning development of Hanover, Karlsruhe, Munich and Dortmund and presents the basic features of the planning concepts at city and regional level in order to show which population, spatial, settlement and traffic developments have shaped the past years and what developments can be expected. From the findings of science and research as well as the experiences of the municipalities or regions this article draws conclusions, which measures and concepts can be recommended.
