In Germany, minimum parking requirements regulate by law that a certain number of parking spaces have to be provided for new construction developments almost nationwide. This paper examines to which extent the requirements in residential construction hinder or (prospectively) promote the mobility transition towards sustainable, car-independent mobility. Based on a literature review and a case study of Schleswig-Holstein, it is shown that the regulations have so far hindered the mobility transition, but that there are recognizable signs of change. In addition, a postal survey of the 22 largest autonomous municipalities in Schleswig-Holstein shows that suitable knowledge is available in the administrations, but that regulations and practical application are nevertheless not in line with the mobility transition. However, trends towards a mobility transition are also recognizable here. Three main obstacles to regulations in favor of mobility transition are identified: 1. There is no easily usable, well-founded method to calculate the demand for car parking spaces. 2. There is a widespread fear that too few parking spaces will result in more cars being parked in public streets. This is accompanied by the false assumption that more private parking spaces can solve the problem. 3. Due to political and public resistance, hardly any parking management measures are implemented that could actually counteract parking in public streets. The paper concludes with recommendations for action at municipal and state level for Schleswig-Holstein which can be applied to other states as well.

In the TaBuLa project, the acceptance, and possible uses of automated buses in local public transport systems were examined under real conditions with passengers and in mixed traffic with other road users. For this purpose, automated shuttle busses were operated in the technically highly demanding test environment in the town of Lauenburg/Elbe in the German Federate State of Schleswig-Holstein. For the implementation of this kind of vehicles, both legal regulations that apply to vehicles in general and regulations specifically defined for automated vehicles are relevant. A special need for action arises from the required licensing processes because a Vehicle Type Approval, as standard homologated vehicles get, is currently out of the question for automated shuttle buses. An individual vehicle approval according to § 21 StVZO in connection with a special permit according to § 70 StVZO is needed. Due to the lack of standardized administrative practice, there is an interest in presenting the necessary steps for individual use cases that have already been implemented. In this working paper, the steps in the approval process for the vehicle implemented during in the TaBuLa project are described: technical report, individual approval, and licensing. In addition, the driving license law, the permits according to PBefG and BOKraft, processes around infrastructural measures as well as the involvement of citizens and other stakeholders are described. This report is based on the experiences of the TaBuLa project made in the years of 2019 and 2020. Since there was no damage to third parties or property happening during the project period, it can be concluded that the approval procedures and requirements have contributed to a safe automated passenger operation. The aim of this documentation is to serve as lessons learned for similar projects and to encourage the discussion of the current processes and requirements. A central finding is that the constructive participation of the public administration as well as the commitment of all project participants are crucial for the success of the project. An urgent need for changes or regulation regarding road traffic law, licensing law, passenger transport law and insurance was identified. The creation of standardized procedures for the approval of automated vehicles and the further development of the technology are essential. Due to the current state of the legal situation and the technological maturity of automated vehicle systems, the options for regular bus services are still very limited.

In rural areas, local public transport services are often unsatisfactory. With the slowly advancing development of autonomous driving, the question arises as to what savings potential buses without drivers offer for the creation of new attractive forms of service. By means of a literature analysis and a two stage Delphi survey, involving 36 experts from transport companies, the vehicle industry, administration and research, new findings and estimates on the costs of autonomous minibuses were obtained. In addition, experience was gained from the TaBuLa real laboratory in Lauenburg/Elbe, where two automated buses were used to supplement existing bus services. The results show that special requirements must be placed on public transport vehicles in favour of barrierfree usability and special intensity of use, which lead to increased investment costs compared to taxis and private cars. While concrete investment costs for autonomously driving small minibuses can be determined for the time of market maturity - according to experts between 2025 and 2040 - the countless operating cost parameters in the surveys remain trends for individual cost forecasting. However, it is clear that in addition to a large saving due to the reduction in the number of drivers, many operating costs could increase. According to the expert survey, the costs for IT systems, technical control centre, system security and passengers have been underestimated in the literature so far. Nevertheless, in a larger fleet operation of autonomous vehicles, a onethird lower price per timetable kilometre can be expected in local public transport. It is also apparent that automation will lead to a new division of roles between vehicle manufacturers, transport companies and public transport authorities.
