    Endbericht des Forschungsvorhabens TaBuLa-LOGplus
    (Technische Universität Hamburg, 2025) ; ; ; ;
    The TaBuLa-LOGplus project was based on the results of the two previous projects TaBuLa and TaBuLa-LOG in order to significantly advance automation in the interaction between passenger and freight transport. A central goal of the project was the development of a manufacturer- and vehicle-independent smart control centre, which integrates both the automated transport robots further developed by TUHH and the conventional buses used by vhh.mobility. This offers the added value of optimal use of resources by bundling transport and transportation tasks. The control centre also meets the legal requirement that the automated vehicle can be shut down by a human at any time. Data protection and security were always considered and taken into account. In tests, the control centre could be used by both experienced and non-experienced users for order creation and vehicle monitoring. To achieve this high level of automation, the transport robots were further developed to the point where they can get in and out of a conventional bus independently in order to carry out transport tasks transmitted by the control centre. Additionally, the topic of artificial intelligence (AI) was included into the TaBuLa-LOGplus project. To ensure safe operation of the transport robots in complex and dynamic environments, advanced AI methods for environment detection and situational awareness were investigated. The aim was to automatically detect anomalies and potential hazards and respond appropriately. The impact of the transport robots was investigated through accompanying analyses, simulations and assessments regarding traffic, ecological, economic and social effects. The analysis of traffic effects according to Vester showed that the system can be consciously controlled via highly active and active variables and certain causal relationships (e. g. supply and demand) must be considered. Parcel delivery using transport robots on the last mile can offer ecological and economic advantages if they are transported by an electrically powered bus. The additional simulations also lead to the conclusion that the integration of autonomous transport robots into public transport can be safe and cost-efficient. Overall, the TaBuLa-LOGplus project was the successful next step of the previous projects, as it continued, further developed and incorporated new frame-work conditions.

    Endbericht des Projektes TaBuLa-LOG
    The TaBuLa-LOG project was based on the results of the previous project »Test center for automated buses in the district Duchy of Lauenburg« (TaBuLa) and added the component of goods transport to the functioning automated shuttle service. The further development of pure passenger transport towards a combination of passenger and goods mobility was tested in order to examine the previous, often singular concentration on separate systems against the background of resource bundling for automated means of transport. In more rural regions, the linking of passenger and goods mobility can make a contribution to sustainability of transport, where concentration on separate systems has so far not promised any success from an economic point of view.

    Verkehrsgeschehen im Testzentrum für automatisiert verkehrende Busse im Kreis Herzogtum Lauenburg (TaBuLa)
    (Fachverl. NW in der Carl-Schünemann-Verl.-GmbH, 2021-12) ; ;
    Aus der Vorab-Modellierung des Shuttle-Betriebes ergaben sich hilfreiche Hinweise für den anschließenden Betrieb. Der folgende Realbetrieb zeigte, dass die Modellsimulation für das tatsächliche Gesamtverkehrsgeschehen realitätsnah ist. Die Ergebnisse halfen den wiederkehrend subjektiven Einschätzungen von Kritikern, dass TaBuLaShuttle den Verkehrsablauf auf der Bundesstraße erheblich beeinträchtigen würden, objektiv entgegenzuwirken. Während durch nichtmotorisierte Verkehrsteilnehmende nach unfallfreien Fahrbetrieb keine relevanten Störungen verursacht wurden, ist die Akzeptanz von Kraftfahrzeugführenden in vielen Einzelfällen eingeschränkt.

    Infrastruktur im Testzentrum für automatisiert verkehrende Busse im Kreis Herzogtum Lauenburg (TaBuLa)
    (Kirschbaum-Verlag, 2021-12) ; ;
    Auf einer Ringbuslinie konnte auf 2,5 km Länge ein sicherer öffentlicher Fahrgastbetrieb realisiert werden. Insgesamt wurden im Laufe des Projektes rund 250.000 Euro für die Ertüchtigung der technischen Infrastruktur (Verkehrsanlagen, -technik, Energie und Kommunikation) aufgebracht. Um zukünftig das automatisierte Fahren im ÖPNV in einen Regelbetrieb überführen zu können ist es nicht nur erforderlich, den Automatisierungsgrad hin zum autonomen Fahren zu steigern, sondern es muss auch gelingen, die infrastrukturseitigen Maßnahmen auf ein Minimum zu reduzieren.

    Genehmigungsprozesse beim Einsatz von automatisierten Shuttle-Bussen im ÖPNV am Beispiel des Projektes TaBuLa in Lauenburg/Elbe
    In the TaBuLa project, the acceptance, and possible uses of automated buses in local public transport systems were examined under real conditions with passengers and in mixed traffic with other road users. For this purpose, automated shuttle busses were operated in the technically highly demanding test environment in the town of Lauenburg/Elbe in the German Federate State of Schleswig-Holstein. For the implementation of this kind of vehicles, both legal regulations that apply to vehicles in general and regulations specifically defined for automated vehicles are relevant. A special need for action arises from the required licensing processes because a Vehicle Type Approval, as standard homologated vehicles get, is currently out of the question for automated shuttle buses. An individual vehicle approval according to § 21 StVZO in connection with a special permit according to § 70 StVZO is needed. Due to the lack of standardized administrative practice, there is an interest in presenting the necessary steps for individual use cases that have already been implemented. In this working paper, the steps in the approval process for the vehicle implemented during in the TaBuLa project are described: technical report, individual approval, and licensing. In addition, the driving license law, the permits according to PBefG and BOKraft, processes around infrastructural measures as well as the involvement of citizens and other stakeholders are described. This report is based on the experiences of the TaBuLa project made in the years of 2019 and 2020. Since there was no damage to third parties or property happening during the project period, it can be concluded that the approval procedures and requirements have contributed to a safe automated passenger operation. The aim of this documentation is to serve as lessons learned for similar projects and to encourage the discussion of the current processes and requirements. A central finding is that the constructive participation of the public administration as well as the commitment of all project participants are crucial for the success of the project. An urgent need for changes or regulation regarding road traffic law, licensing law, passenger transport law and insurance was identified. The creation of standardized procedures for the approval of automated vehicles and the further development of the technology are essential. Due to the current state of the legal situation and the technological maturity of automated vehicle systems, the options for regular bus services are still very limited.

    Konzeption Testzentrum im Projekt "Aufbau eines Testzentrums für automatisiert verkehrende Busse im Kreis Herzogtum Lauenburg – TaBuLa"
    Im Projekt „TaBuLa“ (Testzentrum für automatisiert verkehrende Busse im Kreis Herzogtum Lauenburg; Laufzeit: 01/2018 – 12/2020) wurde neben der Inbetriebnahme eines regulären automatisierten Shuttle-Verkehrs im öffentlichen Raum auf einem Gelände mit anspruchsvollen Fahrbedingungen ein weiteres ausdrückliches Ziel festgelegt: Es soll geprüft werden, ob sich diese Strecken für den Aufbau eines Testzentrums für automatisierte Fahrzeuge für den öffentlichen Personennahverkehr (ÖPNV) eignen und wenn ja, wie dieses kommerziell zu betreiben wäre. Das Testzentrum soll sich bewusst nicht auf einem abgeschlossenen Gelände befinden, sondern in realer Umgebung im öffentlichen Raum liegen (im Mischverkehr und unter Einbezug von Fahrgästen), um gegenüber Tests unter Laborbedingungen Wirkungszusammenhänge und Interaktionen zwischen Verkehrsteilnehmenden sowie Fahrgästen untersuchen zu können, die über reine Funktionstest und hypothetische Konstellationen hinausgehen. In der vorliegenden Untersuchung wurde ermittelt, ob und in welcher Ausprägung ein Testzentrum unter Realbedingungen entstehen kann, wie dieses potenziell in Lauenburg/Elbe unter Nutzung der dort vorliegenden infrastrukturellen sowie betrieblichen Anforderungen sinnvoll aufgebaut und genutzt werden kann, und ob ein kommerzieller Betrieb möglich erscheint. Dies erfolgte auf Basis vorheriger Arbeiten sowie bereits bestehender Kontakte mit Hersteller:innen, Entwickler:innen, Betreiber:innen, Genehmigungsbehörden und Prüforganisationen.
